Florida Gifted Policy as of June 2020
(1) "Gifted. One who has superior intellectual development and is capable of high performance.(2) Criteria for eligibility. A student is eligible for special instruction programs for the gifted if the student meets criteria under (2)(a) or (b) of this rule.
a) The student demonstrates:
- Need for a special program.
- A majority of characteristics of gifted students according to a standard scale or checklist, and
- Superior intellectual development as measured by an intelligence quotient of two standard deviations or more above the mean on an individually administered standardized test of intelligence.
- Who are limited English proficient, OR
- Who are from low socio-economic status family.
(3) Procedures for student evaluation. The minimum evaluations for determining eligibility are the following:
- Need for a special instruction program,
- Characteristics of the gifted,
- Intellectual development, and
- May include those evaluation procedures specified in an approved district plan to increase the participation of students from under-represented groups in programs for the gifted."
Steps in Gifted Identification
- Student is identified for potential gifted status by meeting requirements on the gifted checklist, to be filled out by a teacher or staff member who has known the student for at least six weeks.
- The student's parent will sign a consent form agreeing to have their child tested for gifted at school using an IQ test.
- The student will be prescreened for the IQ test
- The student will be administered the IQ test.
- The parent will be invited to a meeting at the school to develop an Educational Plan. At this meeting, the parent will identify gifted goals for the child to focus on.
